What Is a BC Plumbing Permit?
A Plumbing Permit is required for all plumbing work in a building — domestic water supply, drainage, sanitary piping, storm drainage, and gas piping. On commercial projects and Tenant Improvements involving washrooms, kitchens, or drainage modifications, a Plumbing Permit is almost always required. The permit is applied for by the licensed plumbing or mechanical contractor and is typically tied to the master Building Permit for the project.
Who Issues It
Plumbing Permits in BC are issued by the local Building Department — the same municipal authority that issues the Building Permit. Depending on the municipality, plumbing drawings may be submitted as part of the initial Building Permit application, or the Plumbing Permit may be applied for separately once the Building Permit is issued. On commercial projects, the Mechanical/Plumbing Engineer (P.Eng) serves as the Engineer of Record, stamps the drawings, and submits Schedule B (Plumbing) confirming design responsibility. Gas piping is a separate matter — Gas Permits are issued by Technical Safety BC (TSBC), not the Building Department, and require a Licensed Gas Contractor.
Required Submission Documents
A commercial Plumbing Permit application typically requires: Plumbing drawings stamped by a P.Eng covering supply, drainage, sanitary, and venting systems; a Fixture Schedule listing all plumbing fixtures (toilets, sinks, floor drains, etc.) by type and location; Drainage and Venting Calculations demonstrating compliance with BC Building Code Part 7; and Schedule B (Plumbing) signed by the Engineer of Record. If gas work is included in the project, a separate Gas Permit application to TSBC must be submitted by the gas contractor — this is distinct from the Plumbing Permit and is often forgotten on projects where both trades fall under the same mechanical subcontractor.
Inspection Stages
Plumbing inspections follow a staged process that ties directly into construction sequencing. The Rough-in Inspection must happen before any piping is concealed — all supply lines, drain lines, and venting must be visible and accessible. This is a hard gate: concrete cannot be poured over floor drains, and walls cannot be closed until rough-in passes. A Pressure Test is also typically required to confirm no leaks exist in the system under working pressure. The Final Inspection occurs once all fixtures are installed and the full system is operational. For gas systems, TSBC conducts a separate gas inspection independent of the municipal plumbing inspection timeline.
Why Plumbing Is Often on the Critical Path
Plumbing rough-in is frequently on the critical path of a commercial project. Slab-on-grade floor drains and under-slab piping must be inspected and approved before the concrete pour — delaying this inspection by even a day can push the entire project schedule. Similarly, in-wall plumbing rough-in must clear inspection before drywall can proceed.
As a PC, proactively tracking the plumbing permit status and upcoming inspection dates is important. Remind the plumbing sub to book inspections several days before the work will be ready — same-day booking is rarely available. A missed inspection that delays a concrete pour or drywall start can have cascading schedule impacts across multiple trades.
Gas Permit: A Separate Track
If the project involves gas lines — for kitchen equipment, HVAC heating systems, or lab services — a Gas Permit from TSBC is required in addition to the Plumbing Permit. The gas contractor must be licensed with TSBC for gas work, and TSBC conducts its own gas inspection independently from the municipal inspector. Ensure the contract scope clearly assigns gas permit responsibility, and confirm the gas sub has applied for their TSBC permit early in the project schedule, as gas inspections can have longer lead times than standard plumbing inspections.

If your municipality charges per fixture, the fixture count on the drawings directly determines the fee, so confirm quantities before applying. Because there is no single province-wide fee table, verify the exact amount in the relevant city’s Plumbing bylaw or Building Department fee schedule.
Processing time is quick for simple fixture swaps or additions, but new drain or supply lines that require plan review take longer. The most damaging delay comes from missing the underground / in-slab rough-in inspection that must be completed before the concrete pour. If you pour the slab before this inspection, you may have to break up cured concrete to verify the piping — a worst-case scenario. Always tie the plumbing rough-in inspection to the Foundation inspection schedule and book it before the pour date is locked in.
