What Is a BC Electrical Permit?
A BC Electrical Permit is required for all electrical work in a building — power supply, lighting, outlets, distribution panels, emergency power systems, exit lighting, and fire alarm rough-in. It applies to new commercial construction and Tenant Improvement (TI) projects alike. Unlike most other permits in BC, the Electrical Permit is not issued by the city’s Building Department — it’s issued by Technical Safety BC (TSBC), a provincial safety authority that regulates electrical, gas, elevator, and boiler systems across the province.
Who Issues It: Technical Safety BC (TSBC)
TSBC operates independently from the municipal Building Department. The electrical contractor applies directly to TSBC and must be a Licensed Electrical Contractor (LEC) registered with TSBC. Work performed without a permit, or by an unlicensed contractor, can result in stop-work orders, fines, mandatory demolition of concealed work, and serious liability exposure. As a PC, confirming that the electrical sub’s TSBC permit is in place — not just the Building Permit — is an essential part of permit tracking.
Required Submission Documents
For commercial projects, the permit application typically requires: Electrical drawings stamped by a P.Eng (Electrical Engineer of Record), a Single Line Diagram showing the distribution system from the main service to branch circuits, Load Calculations demonstrating the design meets BC Electrical Code requirements, and Schedule B (Electrical) signed by the Engineer of Record confirming design responsibility. If the project includes a fire alarm system, a separate Fire Alarm Permit is required and is typically handled by a specialized fire alarm contractor. Emergency lighting and exit signs may also require separate review documentation depending on the authority having jurisdiction.
Inspection Stages
TSBC electrical inspections follow a staged process tied to construction progress. The Rough-in Inspection happens before any wiring or conduit is concealed inside walls, ceilings, or floors. All conductors, conduit, and boxes must be visible and accessible. This is the critical gate — no wall or ceiling closure can happen until rough-in passes. The Service Inspection covers the main service entry and panel installation. The Final Inspection is conducted once all electrical systems are complete, tested, and operational. TSBC issues an Acceptance Certificate upon passing the final inspection, which is required before the building’s electrical system can be formally energized and used.
Common Issues and PC Checklist
One of the most common scheduling problems on TI projects is the electrical rough-in inspection getting missed before drywall goes up. If walls are closed before TSBC inspection, they must be opened again — which adds cost, delays drywall finishing, and pushes back every subsequent trade. Confirm with the electrical subcontractor well in advance of drywall that their rough-in is ready and TSBC inspection has been booked.
Fire alarm scope is another common gap. On TI projects, it’s easy for fire alarm rough-in to fall between the electrical sub and the fire alarm contractor without either fully owning it. Make sure the contract scope is explicit about who handles the fire alarm permit, who does the rough-in, and who coordinates with the fire alarm system designer. Gaps in this area often surface at the final inspection stage, which is the worst possible time.
Keep TSBC permit numbers in your permit log alongside Building Permit and other trade permit numbers. TSBC inspections are booked directly through the TSBC portal, and lead times can vary. Remind the electrical sub to book inspections at least a few days in advance of when the work will be ready — same-day bookings are rarely available.

Processing time is relatively fast for simple work that does not require plan review, but commercial projects with stamped Electrical Engineer (P.Eng) drawings can take several weeks depending on the TSBC plan review queue. The most common cause of delay on site is the Fire Alarm system: many teams obtain the electrical permit but overlook the separate Fire Alarm Permit, then get stuck at Final Inspection. Plan both permits together from the start of the project, and confirm Emergency Lighting and Exit Sign requirements at the drawing stage to avoid last-minute rework.
