What Is a Mechanical Permit in BC?

A Mechanical Permit is required for any work involving HVAC (Heating, Ventilation, and Air Conditioning) systems in a building. Whether you’re working on a new commercial build or a Tenant Improvement (TI), a Mechanical Permit is almost always part of the permit package. It’s typically issued in connection with the Building Permit and applied for by the mechanical subcontractor.

Who Issues It and When

Mechanical Permits are issued by the Building Department of the relevant city or municipality — the same authority that issues the Building Permit. On commercial projects, the Mechanical Engineer (P.Eng) acting as Engineer of Record (EoR) is required to stamp the mechanical drawings and submit Schedule B (Mechanical), confirming design responsibility. The mechanical subcontractor submits the permit application and is responsible for ensuring it’s approved before beginning work.

A Mechanical Permit application for a commercial project typically requires the following: Mechanical drawings stamped by a P.Eng (submitted with or after the Building Permit application), an Equipment Schedule listing brands, models, and capacities for all mechanical equipment, Ventilation Calculations demonstrating compliance with BCBC Part 6, Schedule B (Mechanical) signed by the Engineer of Record, and in some cases an Energy Compliance Report confirming the design meets BC’s energy efficiency requirements.

Inspection Stages

Once a Mechanical Permit is issued, the work is subject to staged inspections by a city inspector. The key inspection milestones are the Rough-in Inspection (before ductwork or piping is concealed), the Insulation Inspection (after insulation is installed on mechanical systems), and the Final Inspection (once all mechanical systems are complete and operational). As a PC, coordinating these inspection dates with the mechanical subcontractor is part of the job — inspectors arriving to find work not ready for inspection can result in failed inspections and re-inspection fees that delay the schedule.

What PCs Need to Watch For

One of the most common PC oversights on permit management is assuming that once the Building Permit is issued, the subcontrades are handling their own permits. Always confirm directly with the mechanical sub that their Mechanical Permit has been applied for and is in progress. Work proceeding without a permit can result in stop-work orders, fines, and costly re-inspection or demolition requirements.

Schedule B submission requires coordination with the Mechanical Engineer — they need to physically sign and submit the document, which takes time. Build this into your permit tracking schedule. Mechanical Permit processing times vary by municipality and project complexity, but typically range from two to six weeks. Getting the application in early prevents the permit from becoming a scheduling bottleneck.

Processing time follows the Building Permit review when applied together, so a delayed HVAC design pushes the whole permit back. A frequent field issue is a mismatch between the ventilation calculations and the actual installed equipment capacity. If the model on the Equipment Schedule changes (for example, a substitute is ordered), the Field Review stage requires re-review and the schedule slips. Whenever equipment orders change, notify the Mechanical Engineer (EoR) immediately to keep the Schedule B (Mechanical) consistent — this is the key to avoiding delays.
