In 2026, the Canadian government placed a big bet on factory-built housing. The federal housing agency, Build Canada Homes, put up $1 billion in equity plus $25 billion in low-cost financing for prefab manufacturers, and set out to build 4,000 modular homes on federal land. This isn’t just a building trend — for someone working on BC construction sites, it’s a signal that the ‘jobs map’ is changing.
Search “modular homes” in Korean and everything is about Korea — price per pyeong, which Korean company. What those of us living in Canada actually need — how this works in Canada/BC and what it means for me — is barely covered.
I work on BC construction sites (APM on a $150M residential project). From that vantage point, I’ll lay this out to help both people shopping for a home and people eyeing a construction career.
1. Why now — Build Canada Homes and $25 billion
Launched in September 2025, the federal housing agency Build Canada Homes (BCH) has factory-built housing at its core. The scale shows the government means it:
- $1 billion in equity investment in Canadian prefab manufacturers (to automate production lines and grow the workforce)
- $25 billion in low-cost financing
- A goal of 4,000 modular homes on federal land, with construction starting in 2026 — and ambitions to scale to tens of thousands
- A multi-year regulatory streamlining effort: cutting duplicate inspections and updating national model codes for factory-built/modular homes
There’s even a plan to guarantee manufacturers volume through bulk orders, so factories keep running and keep their people through slow seasons. Why go this far? The housing shortage. Building one house at a time on site can’t keep up with demand, so the idea is to raise the speed by producing homes in a factory. The government’s own pitch: prefab and modular can cut build times by up to 50%, costs by up to 20%, and emissions by up to 22% versus traditional construction.
And BC is on the front line. The BC industry is already geared up, and factories and jobs have the potential to spread across the province, not just the Lower Mainland — that’s the read from industry and researchers.
2. Terms first — modular vs. prefab vs. panelized
These words get mixed up, so let’s sort them out.

In short, prefab is the big category, and within it, how finished the pieces arrive splits it into modular (nearly complete) and panelized (partially built). When I say “modular” in this article, I mean the room-by-room, nearly-finished kind.
3. The real pros and cons, from someone on site
Marketing lists only upsides; scare pieces list only downsides. Here’s a balanced, site-level view.
Pros (that are actually real)
- Speed: factory build and on-site foundation work happen in parallel, cutting overall schedule sharply — and weather matters less.
- Quality control: a factory is a controlled environment, which can yield more consistent quality than a site in rain, snow, or cold.
- Less waste and lower carbon: factory production generates less scrap.
- Labour efficiency: fewer site workers needed — an advantage in a labour shortage.
Cons (that you must know)
- Design limits + interface coordination: building in module/panel units constrains free-form design, and the details where you meet other trades (window openings, interior Z-girts, etc.) must be locked in ahead of time. More in my experience below.
- Long lead times: factory build takes weeks; if you don’t bake it into the schedule, the site ends up waiting on panels — the opposite of fast.
- Transport cost and limits: moving finished modules by road brings size limits and logistics costs. In a place like BC with mountains and long distances, this adds up.
- Resale value and perception: market awareness is still low, which can hurt resale or appraisal (Section 7).
- Mortgage financing hurdles: this is the most practical wall in Canada right now (Section 5).
I’ve dealt with this on site myself. On a commercial infrastructure project, we used a panelized approach for the building envelope — exterior wall panels with insulation built in the factory, then just craned into place on site.
The biggest upside was speed. Installation is genuinely fast — nothing like building a wall up layer by layer on site; when the panels arrive, the envelope goes up in no time.
But the downsides were just as clear. Two of them. First, the lead time is long. Factory build takes a while, and if you don’t plan it into the whole schedule, the site ends up waiting on the panels. Second, coordinating interfaces with other trades is tricky. The details where the panels meet other work — window openings, interior Z-girts — have to be settled before installation, because a panel that arrives finished from the factory is hard to modify on the fly on site.
The lesson from that is the core of this whole article: the payoff of prefab (speed) comes from coordination up front (nailing the details). The design-limit and interface points above come straight from that experience.
4. BC prefab vs. on-site build — how different is the price?
The question everyone asks. Bottom line: “it’s automatically cheaper” is a myth.
In theory prefab should save on speed, labour, and waste, and once mass production is in place it will. But in today’s transition period it can actually cost more. Production volumes are still small (which is why the government is putting in $1 billion to support automation), transport adds cost, and the surrounding infrastructure is immature.
- A one-off purchase today: don’t expect it to be dramatically cheaper than on-site. Similar, or in some cases more.
- Future / bulk orders: as government investment scales production, the cost advantage should materialize. BCH’s bulk orders are exactly this attempt to build economies of scale.
- Look at total cost: not just construction cost but a shorter schedule (less interest and lost rent) changes the math.

5. Why prefab homes struggle to get a mortgage (the most practical trap)
This is barely covered in Korean, yet it’s the biggest wall for actual buyers.
The core problem: a traditional mortgage releases funds in step with construction stages (foundation → framing → completion). But with modular, a lot of money goes out early at the factory-build stage, and what shows up on site is an already-finished module. That cash-flow pattern doesn’t fit the traditional loan structure — so you get “great house, but I can’t get financing.”
- Find a lender experienced with prefab — not every bank handles this. Manufacturers sometimes refer partner lenders.
- Confirm the manufacturer’s payment structure — how much is due at the factory stage, and when, before you sign.
- Watch policy changes — alongside regulatory streamlining, financing access is under discussion. I’ll update this if it changes.

6. Building modular in BC — permits and rules
Building with prefab in BC still goes through the same building permits and inspections as any home. Factory production doesn’t exempt you from the rules. That said, the 2026 streamlining is cutting duplicate inspections and updating model codes, so the inefficiency of re-inspecting on site what was already inspected at the factory is easing.

7. Will a modular home last — lifespan and resale
“Is a factory-made house sturdy? Will I lose money reselling it?” Reasonable worries.
Lifespan: a well-built modular home is structurally comparable to a site-built one — and the controlled factory environment can mean less variation in quality. What matters is the manufacturer’s quality and the install quality.
Resale value: this is still the weak spot. Low market awareness can hurt appraisals and resale today. But that’s a perception problem — as major government investment pushes modular toward the mainstream, the gap should shrink. Buying now means carrying some “early-adopter risk”; in a few years it may just be normal.
8. Where are the BC / Western Canada prefab manufacturers?
BC and Western Canada already have several prefab/modular manufacturers, and federal investment should add more. When choosing one, check:
- Completed projects (portfolio) and whether you can visit finished builds
- Certification/inspection record to BC standards
- Payment structure and partner lenders (tied directly to the financing issue in Section 5)
- Transport/install scope — do they deliver to your site, and install?

9. What this creates — the next opening in construction careers
Here’s what this blog really wants to talk about. The spread of modular isn’t only news for homebuyers. It reshapes the construction jobs map.
Putting $1 billion into manufacturers’ production-line automation and workforce means new factory-based jobs. And those jobs can spread beyond Lower Mainland cities to wherever the factories go, across the province.
- Site work ↔ factory work: demand grows in factory production, quality control, and logistics — different from traditional site trades.
- PM/PC angle: modular projects demand a new skill — coordinating factory and site schedules at once. As my experience (Section 3) showed, the key is coordinating up front: baking long lead times into the schedule and locking interface details before install. Learn that early and you’re ahead.
