One of the first things to do after arriving in BC is enrolling in MSP (Medical Services Plan) — BC’s provincial health insurance. Without it, a single doctor’s visit can cost hundreds of dollars out of pocket.
What Is MSP?
MSP (Medical Services Plan) is BC’s provincial health care program. It covers:
- General practitioner (GP) and specialist visits
- Hospital services
- Certain diagnostic tests
All BC residents are required to enroll. MSP is free — there are no monthly premiums.
Waiting Period
New BC residents must wait before coverage begins. Per BC government rules:
Waiting period = remaining days in the month you arrive + 2 full months
In practice, this means roughly 3 months. Examples:

⚠️ Important: During the waiting period, get private health insurance. A single emergency room visit without coverage can cost thousands of dollars.
How to Enroll in MSP
Enrollment is done through Health Insurance BC (HIBC). There are 3 ways:
1. Online
Visit hibc.gov.bc.ca → “Enrol in MSP” → complete the online form. You will receive a confirmation letter with your Personal Health Number (PHN) by mail.
2. By Phone
Call 1-800-663-7100 (toll-free in BC). An agent will process your enrollment over the phone.
3. By Mail
Download and complete the MSP enrolment form, then mail it to HIBC. This method takes the longest.
✅ Recommended: Apply online as soon as you arrive in BC. The waiting period clock starts from your arrival date, not your application date, but early enrollment ensures there are no delays in receiving your PHN.
How to Get Your BC Services Card
After enrolling in MSP, you need to get your BC Services Card — the physical card you show at medical appointments. This requires two steps: first at HIBC, then at ICBC.
What HIBC Does
Once your enrollment is processed, HIBC mails you:
- A welcome letter with your PHN (Personal Health Number)
- Instructions to get your BC Services Card at ICBC
What to Bring to ICBC
- Proof of identity (passport, PR card, or equivalent)
- Proof of BC residency (utility bill, lease agreement, etc.)
- Your MSP confirmation letter or PHN
What ICBC Does
- Confirm BC residency
- Take your photo
- Issue your BC Services Card — free of charge
ICBC appointments can be booked in advance at icbc.com/appointment or handled as a walk-in.
💡 Tip: You can combine your BC Services Card and driver’s licence into a single card. Bring your existing licence and ask at the ICBC counter. The driver’s licence fee applies separately.
